Political Agreement Reached on Chemicals Omnibus VI

- EU Parliament

The European Parliament and the Council have reached a political agreement on the Chemicals Omnibus VI, marking an important milestone in the Omnibus process and leading the way for key targeted amendments to the EU Fertilising Products Regulation. While the final legal text is still awaited, the agreement, according to the Parliament and Council’s press releases, appears to contain several positive developments for the organic-based fertiliser sector.

Throughout the negotiations, ECOFI has worked hard to advocate to the Commission, MEPs, and Member States to ensure that the final Omnibus VI addressed the key issues for the organic-based fertiliser sector. Our advocacy focused on improving market access for organic-based fertilisers by supporting a criteria-based pathway for new materials, promoting a more proportionate approach to REACH requirements, and attempting to improve rules governing animal by-products so that they are better adapted to their use in fertilising products.

The political agreement appears to reflect progress across each of these priorities. If confirmed in the final legal text, the revised framework will help remove unnecessary regulatory barriers, support innovation, and enable more recycled and recovered nutrients to be placed on the EU market through high-quality organic-based fertilising products. ECOFI will continue to analyse the final agreement as it becomes available and remain actively engaged in the final steps to ratify this Omnibus and its subsequent implementation.

We look forward to working with policymakers and stakeholders to ensure the revised framework delivers greater market access, strengthens nutrient circularity, and supports Europe’s transition towards a more resilient and sustainable fertiliser sector.
